I think it means, strictly no smoking, but it is okay to have smokes around. You are not allowed to have a bite on a burger, but you are free to finish it in one big bite. Drinks that comes with a burger is allowed essentially. Cats and dogs and cameras are generally allowed, as long as you are not having a cigarette with you.
